When did it suddenly become cool to hate everything? It's a growing problem, especially in the entertainment world, and no one benefits from an increasingly hard to please, pessimistic audience.

I noticed the two ladies when I was thinking about composition and found them close to the points in rule of thirds, and wondering more about any other signs I found the gunman. Though I can't quite tell for sure who he's aiming for, the woman in purple, or on the way for the general on horseback or the lady with the regal wave.
I don't know what your feelings about critique is, but Ill add some of my opinions and just hope
I find the crowd just a little bit too crowding in the picture, as in how much of the picture they cover.
The buildings, while exquisite, are also so demanding of attention that that's where my eyes always get drawn to.
A good critic should offer some suggestion on solving the issues, but that isnt so easy in this case. The easiest would be to trim down the crowd and perhaps lower it's mass a bit.
The second would be to choose which you want to focus on, the cityscape or the idea of conspiracy, and if the latter, choose a lower angle to be more in the crowd and make the people the main components of the image. Which would mean repainting the work.
Not very helpful advice I fear, but it's the beast I can do
